    First of all, thank you for redirecting the consumers to focus on providing feedback on the quality of services and functional equivalency issues.  I do not believe we have achieved the “true” functional equivalency to voice telephone service.  How do we advocate for funding to support the technological innovations to bring us closer to the voice telephone service?Is it really necessary for the corporations or small business owners to open their books in order for us to determine whether there’s sufficient funding for technological innovations and improvement in the quality of services?  I believe this can be done effectively through policy and procedures and contract mandates that will direct the VRS providers to become more innovative and competitive in the free market that we are now enjoying.If you don’t have access to the VRS providers’ financial books, how do you or FCC know that VRS will NOT go out of business?  Lastly, thank you and NAD for communicating and keeping us up to date on what’s happening with the FCC’s  Noitce of Public Input.Diana Herron
